INITIAL PHASE EXIT STRATEGY (UPDATED IN LIGHT OF CURRENT CLUSTER)

Date: 7th May

Measures – Step 1:

Remain in place – stay at home, essential services open between 6am – 4pm, wear a mask, expectation to be at home from 6pm to 6am, borders closed to most incoming passenger travel, except:

  • Continued return for persons referred for medical treatment by HAA
  • Expand to include returning residents who went abroad to seek medical/health treatment

Resumption of 90 minutes of outdoor physical activity permitted between 6am – 6pm beyond the boundary of your home


Next Tier of essential services resume:

  • Anguilla Public Service as directed by the Deputy Governor’
  • Hardware Supplies
  • Construction sector
  • Telecommunications companies
  • Law Officers and other legal firms including Court House
  • Automotive repair, supply and cleaning companies
  • Landscaping and gardening companies
  • Food vans/vendors

Mitigation :

  • Physical distancing requirements must be met
  • Maintain mask mandate for public indoor spaces and where social distancing not possible
  • Restricted hours of operation remain for the existing cadre of businesses (6am-4pm)

Indoor and Outdoor (mass) gatherings only allowed for fully vaccinated individuals – 12 person limit applied. This does not include restaurants or bars.Two families can meet indoors and outdoors to a maximum of 12 persons if all persons are fully vaccinated. Unvaccinated minors are not permitted to be included in this gathering.

Mitigation :

  • Physical distancing Requirements must be met
  • Maintain mask mandate for public indoor spaces and where social distancing not possible
  • Restricted hours of operation remain for the existing cadre of businesses (6am-4pm)
  • Individuals must carry their confirmation of vaccine (blue card)

All other restrictions from Public Health (Temporary Restrictions on People and Gatherings) Regulations remain:

  • Physical distancing requirements
  • Prohibition on public gatherings to unvaccinated persons
  • Prohibition of restaurant sit down services
  • Closure of Liquor Licensed Premises
  • Closure of Worship and religious instruction to mass gatherings
  • Closure of schools and daycares
  • Restriction on visitors to residential care facilities

Date: May 14th

Measures – Step 2:

Indoor mass gatherings for fully vaccinated persons* are allowed. For e.g:

  • Church services
  • Restaurants (indoor and outdoor) sit down dining
  • Liquor Licensed Premises
  • Gym*Required two doses and three weeks after receiving the second dose.

Mitigation:

  • Responsibility of the establishment to maintain a log of those attending, including, date, time, table sitting and contact information

Two families can meet indoors including with unvaccinated minors. All adults must be fully vaccinated. Group limited to a maximum of 12 persons.

Mitigation:

  • Limit to two family groups

Measures – Step 3:

Borders re-opens to returning residents with the required entry protocols followed


Next Tier of essential services resume:

  • Remainder of the Anguilla Public Service returns to work

Daycare & child minding facilities may re-open


Schools re-open for required classroom based assessments for 4th, 5th and 6th


Date: 25th May

Measures – Step 4:

Borders re-opens to visitors

Mitigation:

  • Persons travelling in groups (more than 10 persons) will be required to be vaccinated to enter and conduct any mass gatherings in Anguilla i.e. conferences, weddings etc.
  • Spa, Gym and Cosmetology services will be permitted to short stay visitors if:
    • Both staff and visitors are fully vaccinated i.e. three weeks have passed since the final dose of an approved vaccine
    • Staff have completed an Infection Prevention and Control Training offered by Ministry of Tourism and HAA
  • Fully vaccinated frontline workers will be permitted to offer services to mass gatherings for short stay visitors
  • Require COVID-19 vaccinations for frontline hospitality workers (first dose by 01 May)
  • Certification with vaccination requirement for port and transportation staff
  • Maintain mask mandate for public indoor spaces and where social distancing not possible
  • Approved businesses to short-stay visitors permitted to operate
  • Fully vaccinated persons are eligible for a 7-day quarantine period.
  • Unvaccinated persons must quarantine for 10-14 days.
  • Entry requirements remain for all persons: RT-PCR 3-5 days before entry, testing on arrival, quarantine and testing to leave quarantine.

Date: 27th May

Measures – Step 4:

Schools re-open for examinations only

Mitigation:

  • Maintain mask mandate for public indoor spaces and where social distancing not possible

Date: 28th May

Measures – Step 4:

All workplaces may resume services and restriction on hours of operations removed. This includes barbers and hairdressers.

Mitigation:

  • Social distancing and hygienic practices requirements must be enacted.
  • Front line workers must have received first dose

Date: 31st May

Measures – Step 4:

Nature and types of Anguilla Day celebrations permitted to be determined


Date: 1st June

Measures – Step 4:

Schools to re-open for in-person instruction

All temporary restriction on movement and gatherings removed.


PHASE 1 EXIT STRATEGY

Date: 1st July

Measures:

  • All visitors to Anguilla who are eligible to be vaccinated against COVID-19 are required to be fully vaccinated at least three weeks before arrival.
  • Multi-generational families and/or groups with a mix of individuals who are not eligible for the vaccine (i.e. children), will not need to quarantine, but they will need a negative PCR test 3-5 days ahead of arrival, and maybe tested on arrival and subsequently during their stay.
  • Persons entering Anguilla will be required to produce a negative COVID-19 test 3-5 days before entry.
  • Persons with evidence of full COVID-19 vaccination will not be required to quarantine on arrival if the final vaccine dose is administered at least three weeks before date of arrival.
  • Fully vaccinated persons will not be tested upon arrival.
  • Unvaccinated returning residents will be required to:
    • Produce a negative COVID-19 test 3-5 days prior to arrival
    • COVID-19 test on arrival
    • Quarantine for 10 days in approved accommodation
  • Select Public Servants and employees of statutory bodies required to be vaccinated.
  • Permit Holders for festivals will be required to admit only fully vaccinated individuals to festivals.

PHASE 2 EXIT STRATEGY

Date: 1st SEPT

Measures:

  • Unvaccinated returning residents will be required to:
  • Produce a negative COVID-19 test 3-5 days prior to arrival
    • COVID-19 test on arrival
    • Quarantine for 7 days in approved accommodation
  • When approved for use in persons under the age of 18, the COVID-19 vaccine will be added to the list of required vaccines for children to attend school under the existing Education Act.

PHASE 3 EXIT STRATEGY

Date: 1st Oct

Measures:

  • Application for entry removed – transport operators will be legally required to ensure that passengers have all necessary documentations for entry including:
    • Evidence of completed COVID-19 vaccination
    • Pre-arrival test for unvaccinated returning residents.
  • All phase 2 provisions for unvaccinated persons remain in place.
  • Legal requirement for businesses applying to provide services to short stay visitors removed entirely.
